How do I support Pin bypass?

PIN Entry is always prompted for ICC and Swipe transactions. Depending on card setup, the customer will choose to enter PIN or bypass PIN entry. Yes will proceed to PIN entry screen. No will proceed to authorisation, however if a PIN was required the transaction will be declined
